Multi Year Accessibity Plan

Introduction

The Integrated Accessibility Standards Regulation (IASR) under the Accessibility for Ontarians with Disabilities Act
(AODA) requires W.O. Stinson & Son Ltd. to develop a multi-year plan every five years to prevent and remove barriers
for persons with disabilities. Every five years, W.O. Stinson sets a course to prevent, identify and remove barriers
for persons with disabilities. Through its multi-year accessibility plan, W.O. Stinson aims to become barrier-free
through compliance.

W.O. Stinson strives to meet the needs of its employees and customers with disabilities and is working hard to
remove and prevent barriers to accessibility.

W.O. Stinson is committed to fulfilling our requirements under the Accessibility for Ontarians with Disabilities

Return to Work Process
W.O. Stinson maintains a documented return to work process for its employees who have been absent from work due to a
disability and who require disability-related accommodations in order to return to work. The return-to-work process
outlines the steps W.O. Stinson will take to facilitate the return to work and will include documented individual
accommodation plans as part of the process.

This return-to-work process will not replace or override any other return to work process created by or under any
other statute (i.e., the Workplace Safety Insurance Act, 1997).

  • W.O. Stinson’s return to work process has been reviewed to ensure accommodation is incorporated in the
    process.
  • Further training to managers and other colleagues responsible for supporting the return-to-work process has

The facility has two (2) 30,000 United States Water Gallon (“USWG”) capacity bulk propane storage tanks, arranged as two pairs of interconnected tanks.

W.O. Stinson maintains an Emergency Response and Preparedness Plan (“ERPP”) to help prevent, manage and respond to propane emergencies and to protect employees, members of the public, property and the environment.

Potential Emergencies

Propane is a highly flammable gas stored as a liquid under pressure. An uncontrolled release can produce a flammable vapour cloud, which may ignite if an ignition source is present.

The principal emergency situations considered for the Arnprior facility include:

  1. Accidental Propane Release
    1. A propane release could result from equipment or piping failure, including a failed transfer hose, valve, coupling or other component.
    2. A significant release may produce a flammable vapour cloud. Propane vapour is heavier than air and may accumulate in low-lying or poorly ventilated areas.
  2. Propane Fire
    1. A propane release that encounters an ignition source may result in a fire, including a jet fire or flash fire.
    2. A fire involving propane storage or transfer equipment may present a significant thermal hazard and may require evacuation and establishment of an isolation area by emergency responders.
  3. Vapour Cloud Fire or Explosion
    1. If a propane release produces a sufficiently concentrated vapour cloud, ignition may result in a flash fire or, under certain conditions, a vapour cloud explosion.
    2. The potential extent of a vapour cloud depends on factors such as the size and location of the release, weather conditions and the amount of propane being released.
  4. Bulk Storage Tank Fire / BLEVE

The W.O. Stinson & Son Ltd. (“W.O. Stinson”) Smiths Falls facility stores and handles propane for distribution and related operations. Propane is stored at the facility as a liquefied gas under pressure in aboveground bulk storage tanks.

The facility has two (2) 60,000 United States Water Gallon (“USWG”) capacity bulk propane storage tanks, arranged as two pairs of interconnected tanks.

W.O. Stinson maintains an Emergency Response and Preparedness Plan (“ERPP”) to help prevent, manage and respond to propane emergencies and to protect employees, members of the public, property and the environment.

Potential Emergencies

Propane is a highly flammable gas stored as a liquid under pressure. An uncontrolled release can produce a flammable vapour cloud, which may ignite if an ignition source is present.

The principal emergency situations considered for the Smiths Falls facility include:

  1. Accidental Propane Release
    1. A propane release could result from equipment or piping failure, including a failed transfer hose, valve, coupling or other component.
    2. A significant release may produce a flammable vapour cloud. Propane vapour is heavier than air and may accumulate in low-lying or poorly ventilated areas.
  2. Propane Fire
    1. A propane release that encounters an ignition source may result in a fire, including a jet fire or flash fire.
    2. A fire involving propane storage or transfer equipment may present a significant thermal hazard and may require evacuation and establishment of an isolation area by emergency responders.
  3. Vapour Cloud Fire or Explosion
    1. If a propane release produces a sufficiently concentrated vapour cloud, ignition may result in a flash fire or, under certain conditions, a vapour cloud explosion.
    2. The potential extent of a vapour cloud depends on factors such as the size and location of the release, weather conditions and the amount of propane being released.
  4. Bulk Storage Tank Fire / BLEVE
    1. A fire involving a bulk propane storage tank could, in an extreme circumstance, result in a Boiling Liquid Expanding Vapour Explosion (“BLEVE”).
    2. A BLEVE can result in a large fireball, intense thermal radiation, overpressure and the projection of tank fragments or other debris.
    3. This represents the worst-case emergency scenario considered in the facility’s emergency planning process.

What to Do in an Emergency

If you are near the Smiths Falls facility and become aware of a propane emergency:

  • Call 911 if there is an immediate threat to life or safety.
  • Move away from the facility and the affected area.
  • Do not approach, investigate or attempt to assist with the emergency.
  • Stay clear of emergency response operations and allow emergency responders to access the area.
  • Follow instructions provided by the fire department, police, municipal emergency authorities and other emergency response personnel.
  • If instructed to evacuate, leave the area using the route directed by emergency responders.
  • If instructed to shelter in place, remain indoors and follow the instructions provided by emergency authorities.
  • Keep away from low-lying or poorly ventilated areas if a propane release is suspected.
  • Do not attempt to extinguish a propane fire unless directed and trained to do so by emergency response personnel.

Emergency responders may establish an isolation area around the facility and may require evacuation, shelter-in-place or other protective measures depending on the nature and severity of the emergency.

During an emergency, W.O. Stinson will coordinate with emergency response and municipal authorities.

Depending on the circumstances, information and instructions may be communicated through:

  • emergency response and municipal authorities;
  • direct communication with potentially affected neighbouring properties;
  • telephone or other direct notification methods;
  • media or other public communication methods; and
  • this website, where appropriate.

The method of communication will depend on the nature, location and severity of the emergency and the instructions provided by emergency authorities.

Members of the public should always follow instructions issued by emergency responders and municipal authorities.
